The phrase 见微知著 belongs to this paired statement. Here 微 points to something small or only faintly apparent, while 著 means what is evident or substantial.
The saying does not depend on a separate anecdote about a named observer making a brilliant prediction. It expresses an ideal of attentive judgment: noticing early indications and grasping the larger development they may reveal.
