Political metaphor

The Book of Documents, 'Pan Geng, Part One,' compares spreading unrest and misleading talk to a fire sweeping the open country, beyond easy approach or extinguishing. This passage supplies an older image of dangerous expansion, but it does not contain the exact four-character expression or its initial spark.

An exact Qing attestation appears in Yan Youxi's Shu Hua Sui Bi, where a small fire spreading across the plains illustrates why beginnings require care. Modern usage can also be hopeful, describing a small movement growing into a powerful force. Whether the spread is welcome or alarming depends on the context, not on the metaphor alone.
